## Package Purpose

这个包用于把一个 near-ready SKU 整理成：

- 当前准备状态
- 剩余 blocker
- issue queue
- 可追溯 evidence list
- 最后推进到 `ready_to_submit` 前所需动作

## Client-Facing Boundary

这个包反映的是 preparation status，不是：

- 法律意见
- 最终平台审核通过保证
- RP 执行服务
- 平台 case handling

## Recommended Sequence

1. Final-check the four core files.
2. Run the `zip-ready` checklist.
3. Zip the directory only after filenames and boundaries are correct.
4. Send using the email template and offer one light update round after补件.
